　Some countries want to pass a law to outlaw the burning of stubble by farmers to clear their fields. Supporters say the law can prevent the toxic smoke produced by stubble burning from harming people's health. Furthermore, stopping stubble burning will help preserve organisms that make the soil productive. However, opponents are concerned because the other method of stubble removal, which uses special machines, is not affordable for many farmers.
